Telegram was released by brothers Nikolai and Pavel Durov in 2013, previously they had created the Russian social media platform Vkontakte, which they left in 2014 because it was taken over by President Putin's allies. Telegram is registered as a business organization in the form of an LLP in the UK and an LLC in the US, which means they don't disclose where they rent their offices or which legal entity they use, citing the need to protect the team from government requests for data.

Pavel Durov said that their headquarters was in Berlin, Germany, between 2014 and early 2015, moving due to the different jurisdictions of residence permit for each person on his team. After Pavel Durov left Russia, he moved from country to country with his small group of programmers of 15 core members. Based on media information, Telegram has employees in Saint Petersburg, while its core team is based in Dubai as of 2017.

Telegram is a free and non-profit cloud-based multi-platform instant messaging service application. The Telegram client is available for mobile phone devices (Android, iOS, Windows Phone, Ubuntu Touch) and computer system devices (Windows, OS X, Linux). Users can send messages and exchange photos, videos, stickers, audio, and other types of files. Telegram also provides optional end-to-end encrypted messaging.

Telegram was developed by Telegram Messenger LLP and supported by Russian entrepreneur Pavel Durov. This service also provides APIs to independent developers. In February 2016, Telegram stated that it had 100 million monthly active users, sending 15 billion messages per day.

Telegram's security has faced scrutiny of concern; critics claim that Telegram's security model is undermined by its use of a specially designed encryption protocol that has not been proven to be reliable and secure, and by not enabling secure conversations by default. Telegram has also faced criticism for its wide-scale use by the Islamic State terrorist organization (ISIS). ISIS has recommended Telegram to its supporters and members and in October 2015 they were able to double the number of followers of their official channel to 9,000 people.
